KEY AGENDA ITEMS
Gateway Preserve Project. Provide input to advance the vision for the Gateway Preserve project located in Planning Area 6 (Portola Springs). Features include extending the Jeffrey Open Space Trail, developing a new residential village, constructing 2 passive use parks, expanding the trail network etc.
6 PM: District Elections (5.1): Receive public input regarding proposed draft maps and composition of potential city council election districts. Council to provide direction to the demographer. Following tonight, the City Council will hold an additional two (2) or more public hearings on September 12 and October 10, 2023, to solicit public input regarding the draft maps and the proposed sequence of elections. A final public hearing will be held prior to the approval of a ballot measure that would include implementing a City Council election district map.
Public Hearings:
Mini-Warehouses (5.2): Approve zone changes in Cypress Village. Staff recommends zoning ordinance revisions to allow mini-warehouse land use to provide storage spaces to support the growing residential land uses in Cypress Village.
The Gateway Preserve and residential village (6.3): (1) Establish the Gateway Project Fund from proceeds of the June 2023 $326 million bond issuance and approve a budget appropriation in the amount of $5,838,500 from the Gateway Project Fund for site preparation and environmental review of the Gateway Preserve and Residential Village. (2) Authorize staff to negotiate a contract amendment with the Irvine Ranch Conservancy for the management of the Gateway Preserve.
Council Business:
E-Bikes (6.4): Approve amending the municipal code relating to bicycles and establish regulations on electric bicycles and other forms of electric transportation. Recommended staff action: Public Safety to begin drafting a series of ordinance amendments to establish regulations on e-bikes.
